A Nation With Ambition: The Government’s Programme for Scotland, 2017-18

In a Statement to the Scottish Parliament, the First Minister Nicola Sturgeon unveiled the Scottish Government’s Programme for Government for the new parliamentary term, which was vaunted as the “most ambitious” plan ever taken forward at Holyrood.

The programme includes 16 new Bills – adding to the 11 already in progress – which will see the Scottish Government take forward more legislation than at any point since devolution. However, it should not be forgotten that less than a quarter of the Bills from the previous Programme for Government have been passed by the Scottish Parliament.

MAIN POINTS OF INTEREST

Business Rates

  • The Scottish Government will “urgently” take forward the Barclay Review of Business Rates and will respond, as “a priority”, to the recommendation to move to three-yearly revaluations from 2022 with valuations based on market conditions on a date one year prior.
  • They will give “urgent consideration” to the remaining recommendations and will also publish an implementation plan by the end of the year.
  • The Scottish Government will also continue to ensure that 100,000 businesses pay no rates at all through the Small Business Bonus Scheme.

Planning Bill

  • The Scottish Government will introduce a Planning Bill in 2017-18 to streamline the planning process in Scotland.
  • The Programme for Government states that the Planning Bill will “improve the system of development planning, give people a greater say in the future of their places and deliver planned development.”
  • This may have an impact on short-term letting.

Housing Policy

  • Over the next year, the Scottish Government will introduce new energy efficiency standards for the private rented sector and will introduce changes to improve the condition of PRS properties.
  • The Programme for Government also notes the work taken forward by the Scottish Government following the Grenfell Tower fire, including the creation of the Ministerial Working Group on Building and Fire Safety.
