Travel between Scotland and areas affected should only be carried out if absolutely essential. In the unfortunate event that someone broke the rules for where they live, but have travelled from somewhere else in the UK, they would not be required to quarantine (unless they are symptomatic or have been in contact with someone who has tested positive).
