ASSC Responds to Argyll & Bute Visitor Levy Consultation

Self-Catering Sector Raises Concerns Over Impact and Urges Rethink

The Association of Scotland’s Self-Caterers (ASSC) has issued a strong response to Argyll and Bute Council’s consultation on the proposed introduction of a visitor levy, warning that the scheme could have damaging consequences for small and micro tourism businesses in the region – particularly self-catering operators.

In its detailed response, the ASSC acknowledges the Council’s right to explore discretionary taxation but expresses serious reservations about the current legislative model and percentage-based charging method. The organisation calls for the plans to be paused while alternative approaches are properly evaluated, including a simpler flat fee banded model and the use of QR code-based digital collection systems – both of which would reduce administrative burden and improve compliance.

ASSC Chief Executive Fiona Campbell emphasises that without changes, the levy risks exacerbating an already complex regulatory environment, threatening business viability, and discouraging domestic tourism in a region that relies heavily on local and UK-based visitors. The response urges that any funds raised must be ringfenced strictly for tourism, and governance must involve strong industry representation to ensure fairness and transparency.

Call to Action: Respond by 10 April

Businesses and stakeholders across Argyll and Bute are urged to have their say by completing the Council’s Visitor Levy Consultation Survey before the deadline of Thursday, 10 April 2025. The ASSC is encouraging all affected operators to highlight the potential unintended consequences of the proposal and to call for a more proportionate, practical and industry-informed approach.
