Positive Progress: Constructive Engagement with Minister for Finance

We are pleased to share that ASSC held a highly constructive and forward-looking meeting last week with Ivan McKee, Minister for Public Finance, alongside Liz Cameron CBE, Director and CEO of Scottish Chambers of Commerce and ASSC Partner, Billy McKaig, Director WYM Rating.

The discussion focused on critical challenges facing Scotland’s self-catering sector, particularly the disproportionate evidentiary burdens being placed on legitimate operators and the urgent need for a fair, consistent approach to classification under Non-Domestic Rates (NDR).

We welcomed the Minister’s openness to pragmatic solutions, including our call for clear national guidance and a proportionate, auditable declaration template to standardise evidence requirements.

Encouraging progress was also made on the issue of self-catering unit removals from the NDR roll in 2023–2024. The Minister recognised the systemic failings that led to this situation and expressed support for enabling local authorities to exercise discretion under exceptional circumstances provisions.

While we cannot offer firm assurances at this stage, the direction of travel is positive. We are continuing to press for clarity, proportionality, and fair regulation that reflects the realities of small tourism businesses across Scotland.
