ASSC Member Advocacy Update: Summary of Actions

This update sets out the work the ASSC, supported by its Advocacy Working Group and legal advisers, has undertaken since July 2025 to defend the interests of self-catering operators across Scotland.

It is intended to give members a clear, factual record of the actions taken and how those actions have evolved in response to developments in legislation, planning decisions, and local authority behaviour. The volume of activity reflected in the timeline that follows speaks to the breadth and intensity of the work, much of which has run across several fronts in parallel.

Work has been pursued across three connected fronts:

  • Advocacy Fund. Raising and deploying funds to finance legal action and ongoing engagement.
  • Senior Counsel opinion. Commissioning and using a Senior Counsel opinion on the compatibility of the current short-term let regime with the European Convention on Human Rights to press for reform.
  • Engagement. Sustained engagement with the Scottish Government, the VisitScotland-chaired STL Expert Group, MSPs and local authorities on planning and licensing reform.
