The ASSC’s latest CEO Open Surgery (29th October 2025) brought self-caterers together for an open and honest update on progress since July – with real wins, government movement, and a credible legal pathway for reform. CEO Fiona Campbell MBE was joined by ASSC Board Member Paul Phillips to deliver the session.
Opening the session, Fiona acknowledged the pressures facing operators but delivered a clear message of progress and purpose:
“We can point to concrete wins since July, real movement in Government, and a credible legal pathway if that progress stalls.”
The Scottish Government has recognised calls for a flat nightly rate, acknowledging that the percentage model is unworkable. Ministers are assessing whether to introduce an Expedited Bill – a direct result of the ASSC’s reform proposals with the STA.
From 4 November to 5 December 2025, operators can resubmit evidence to return to Non-Domestic Rates. This vital second chance follows sustained ASSC engagement with the Scottish Government.
After direct engagement, PPL PRS has issued updated guidance, paused penalties, and agreed to review incorrect invoices – removing the risk of unfair enforcement for self-caterers.
Government has confirmed changes including clearer evidence lists, fairer insurance requirements, and better alignment with SFRS guidance – reducing confusion and inconsistency across councils.
A recent ASSC-backed appeal, supported through the Advocacy Fund, saw the Scottish Government concede a key planning case, strengthening the legal argument for reform.
