Right now, the DPEA’s interpretation means that if a council alleges “loss of residential use”, there are almost no circumstances in which they will accept STL use.
In practice, this could mean a de facto ban on STLs wherever a local authority chooses – and the DPEA will support it.
This can be done retrospectively unless you already have planning permission or a Certificate of Lawfulness. Even with a licence, you can be shut down.
