ASSC Submits Formal Response to Highland Visitor Levy, Urging Caution Amid Economic Concerns

Introduction

The Association of Scotland’s Self-Caterers (ASSC) has responded to The Highland Council’s consultation on the proposed visitor levy, outlining its concerns and recommendations. While the ASSC continues to oppose the levy, it has proposed practical steps to mitigate potential negative impacts on tourism businesses in the region. The ASSC stresses the need for careful planning and collaboration to ensure the levy achieves its intended goals without damaging the local economy.

Key Points from the ASSC Response:

  1. Opposition to the Visitor Levy:
    • The ASSC opposes the levy due to its potential impact on businesses, especially self-catering providers facing significant regulatory challenges.
    • The association warns that the levy could exacerbate financial pressures in the current economic climate.
  2. Transition to a Fixed Flat Fee Model:
    • The ASSC supports the industry’s call for a move from a percentage-based levy model to a  tiered fixed flat fee per night, as outlined in the Scottish Tourism Alliance proposal to the Scottish Government.
    • A fixed fee system is simpler, fairer, easier to administer, and improves revenue forecasting.
    • The proposed model aligns with international best practices seen in Paris, Barcelona, and proposed models in Wales.
  3. Transfer of Levy Collection Responsibility:
    • The ASSC recommends that collection responsibility be transferred from accommodation providers to local councils via a QR code system.
    • This approach would reduce the administrative burden on small businesses and improve compliance.
  4. Pause in Implementation:
    • The ASSC urges Highland Council to delay its plans until the Scottish Government reviews the proposed flat fee model.
    • Learning from Edinburgh’s experience, the ASSC emphasises that careful planning can avoid confusion and ensure smoother implementation.
  5. Ringfencing of Levy Revenues:
    • Any funds raised should be dedicated to enhancing tourism infrastructure and services, as outlined in the Visitor Levy (Scotland) Act 2024.
    • The ASSC calls for a dedicated Visitor Levy Forum with strong industry representation to oversee spending and ensure alignment with national tourism priorities.
